Neel Madhav is an independent journalist based in Khagaria, Bihar and contributes to Al Jazeera, Caravan, The Wire and others. He writes largely on politics, communalism and migration in India. As part of this fellowship, he worked on a report around agent system and the cycle of migration from Seemanchal Districts of Bihar to PHD (Punjab, Haryana & Delhi) states. नीति आयोग (NITI Aayog) की 2021 में राज्यों पर जारी की गई रिपोर्ट के मुताबिक बिहार (Bihar) देश का सबसे गरीब राज्य है. बिहार की आधी से अधिक जनसंख्या गरीबी में गुजर बसर करती है. बिहार के सीमांचल के जिले जैसे पूर्णिया, किशनगंज, अररिया, कटिहार विकास सूचनांक में बिहार के सबसे पिछड़े जिलों में आते हैं.
