In Agra, it has instead enriched middle-men masquerading as non-profits who pilfer part of the grant; non-Hindu couples are unable to undergo wedding rituals; intermediaries took money in advance from couples promising help to avail the grant; other intermediaries confiscated the beneficiary's bank passbook and withdrew the money fraudulently.
